MINUTES

The minutes of the April 30, 2001 meeting were recommended for approval.  The minutes were approved by a vote of 19-0.

NECROLOGY SERVICE

Lee Lonzo conducted a necrology service in memory of two former board members.  Lester M Parker, former principal at Royal Center and Pioneer High Schools, served as Chairman of the Board of Control during the 1961-62 school year.  Billy L. Walker, a former North Central Assistant Principal, was elected to the IHSAA Board of Directors for the 1976-77 school year.

3.             III              2              3              5              Change:  Full membership in this Corporation shall be open to all public, private,

                                                                                parochial, boarding, and institutional high schools of the state offering and maintain-

                                                                                ing two or more years of high school work, provided they meet the requirements of

                                                                                the Corporation and also subscribe to its rules and regulations.  A school to be

                                                                                eligible for membership in the IHSAA must have Full Accreditation or Freeway                                                                                             Accreditation from the Indiana Department of Education or be fully accredited

                                                                                by the North Central Association of Colleges and Schools provided the school meets

                                                                                the graduation qualifying examination requirements of the state of Indiana.  A school

                                                                                shall neither become a member nor remain a member in the IHSAA whose detailed

                                                                                financial (athletic or otherwise), scholastic and attendance records are not readily

                                                                                made available, as requested, to the IHSAA during an investigation.

 

The proposal to accept Full Accreditation or Freeway Accreditation from the Indiana Department of Education, or full accreditation from the North Central Association of Colleges and Schools provided the school meets the graduation qualifying examination requirements of the state of Indiana was approved by a vote of 19-0.

4.             VI             2              11            4              New:  A proposal for an amendment may be submitted by any member school

                                                                                principal, any member of the Board of Directors or by the Commissioner.  The

proposed amendment for the annual meeting must be presented to the IHSAA office prior to March 1st.  The IHSAA office will notify the member school principals of the proposed amendments.   Any such proposal shall be

                                                                                considered and acted upon by the Board of Directors.

 

The original proposal was amended by the deletion of the phrase “and officers of the Indiana Interscholastic Athletic Administrators Association”, which followed “member school principals”, and preceded “of the proposed amendments”.  The amended proposal was approved by a vote of 19-0.

5.             VI             2              11            8              Change:  If, within ninety (90) days after the giving of such notice by the

                                                                                Commissioner, he receives a written petition or petitions signed by at least

                                                                                thirty (30) member high school principals from each of the three IHSAA

                                                                                districts requesting a vote of approval or disapproval of such current amendment,

                                                                                the Commissioner shall promptly submit by mail such current amendment to the

                                                                                members for a vote of approval or disapproval on forms provided by him.

 

The proposal that requires at least thirty member high school principals from each of three IHSAA districts to call for a referendum was approved by a vote of 19-0.

6.             1              3              13            3              Reword:  A championship tournament series provided at such time as 50% of the

                                                                                total, full membership schools are participating in that sport at the same time of the

                                                                                year and it is recommended by the Commissioner.

 

                The proposal that clarifies when a championship tournament may be provided was by approved by a vote of 19-0.

7.             2              1              13            1              Change:  Schools may be classified up to a maximum of three classes, except

                                                                                football which shall have five classes, according to the following criteria;

                                                                                IHSAA tournament in the previous year, that sport may have four classes.

 

                2              2c            14                            Delete:  Four Classes – 1A = 25% of schools; 2A = 25% of schools; 3A = 25%

                                                                                of schools; 4A = 25% of schools.

 

                2              2f             14                            Delete:  If there are three more schools than equal division, those schools shall

                                                                                be placed one each in the smallest three classes.

 

The proposal to change the maximum number of classes in team sports (except football) to three, failed by a vote of 0-19.

The proposal to establish an additional class in team sports where class tournaments are conducted, failed by a vote of 0-19.

ion meeting, at least one member of the boys coaching staff and one member of the girls coaching staff for that sport in each school shall be required to attend.

               

The proposal to require that for each sport in which the Association conducts a rules interpretation meeting, at least one member of the boys coaching staff and one member of the girls coaching staff for that sport in each school shall be required to attend, was approved by a vote of 19-0.

10.           10            1              31                            Reword:  The address of out-of state schools participating in a contest against a

                                                                                member school as well as the site of such contests must be within 600 miles

                                                                                round trip travel from the Indiana state line and shall be sponsored or co-

The proposal to clarify that the site of out of state contests must be within 600 miles round trip of the Indiana state line was approved by a vote of 18-1.

The proposal to approve the incorporation of language relating to general expectations of IHSAA officials was approved by a vote of 19-0.

                                                                                school team provided no more than the following number of students who have

                                                                                participated in a contest the previous season as a member of one of their school

                                                                                teams in that sport are rostered on the same non-school team, at the same time.

 

The proposal clarifying that no more than a specified number of teammates who have participated in a contest the previous season can be on a team’s roster was approved by a vote of 19-0.

                                                                                Whether summer athletic activities are sponsored by a member

                                                                                school or a non-school organization, students may participate so long as:

                                                                                a.  Participation is voluntary;

                                                                                b.  Merchandise and awards, other than those of symbolic value, may NOT

                                                                                     be accepted for athletic proficiency.  Students must remain an amateur.

                                                                                c.  For football there shall be no full contact and protective equipment is

                                                                                     limited to helmet, shoes, shoulder pads and mouthpieces.

The proposal was amended by the deletion of item “b”, which stated that no athletic department funds or extra-curricular account funds are used.  The amended proposal was approved by a vote of 16-2-1.

                                                                                for fall sports, attendance must be terminated prior to Monday, Week 4.  For non-

                                                                                school sponsored camps in other sports, attendance must be terminated prior to

                                                                                Monday, Week 5.

 

The proposal clarifying that attendance for school sponsored camps and non-school sponsored camps for fall sports should be terminated prior to Monday of Week 4 was approved by a vote of 19-0.

15.           15            3.3           43            1              Change:  Each member school shall declare one IHSAA calendar

week, from Week 49 or the close of the school year, whichever comes first, through Week 4, where there will be no athletic activities, including conditioning, conducted. 

  

The proposal to clarify wording relating to the moratorium rule was approved by vote of 15-1-3.

16.           15            3.3           43            1              Change:  Effective in 2003, each member school shall declare two IHSAA calendar

                                                                                weeks, from Week 49 through Week 4, where there will be no athletic activities,

                                                                                including conditioning, conducted.  During these six day periods, there shall be no

                                                                                contact between athletes and coaches. 

 

 

The proposal to lengthen the moratorium to two weeks was tabled by a vote of 13-6.

17.           18            7              57                            Change:  High school students who are enrolled in a member high school may, with

                                                                                prior written approval of their high school principal:

a.        attend an accredited institution for credit that is acceptable both for high school graduation and/or for college credit.  The student must be enrolled in credit courses at their home school at least 50% of the normal school day  and be enrolled in and passing enough credit courses to meet the minimum academic standards for eligibility.  In determining credits, three semester hours or the equivalent shall be counted as equivalent of one high school credit.

NOTE:  An accredited institution is one that grants credits which count toward a baccalaureate degree from that institution

b.        attend class at another accredited school for credit in course offerings which cannot be obtained at the student’s school so long as the student is enrolled in and attending credit courses at their home school during at least 50% of the normal school day.

c.        during a vacation period, high school students with remaining athletic eligibility may enroll in or attend a program in an accredited institution of higher learning that may give them college credit provided they have prior written approval of their high school principal.

 

The proposal that requires a student to be enrolled in and attending courses in his original school at least half of the normal day was approved by a vote of 18-0-1.

18.           18            7d            57                            New:  High school students who are enrolled in a member high school may, with

                                                                                prior written approval of their high school principal:

a.        enroll in and attend an accredited institution of higher learning for credit that is acceptable both for high school graduation and/or for college credit.  The student must be enrolled in and passing enough credit courses to meet the minimum academic standards for eligibility.

b.        attend class at another accredited school for credit in course offerings which cannot be obtained at the student’s school so long as the student is enrolled in 3 or more credit courses at their home school; and/or the college credit may be counted toward high school eligibility (3 semester college hours or the equivalent shall be counted as equivalent of one high school credit.)  NOTE:  An accredited institution is one that grants credits which count toward a baccalaureate degree.

c.        during a vacation period, high school students with remaining athletic eligibility may enroll in or attend a program in an accredited institution of higher learning that may give them college credit provided they have prior written approval of their high school principal.

d.        Attend an off-campus vocational school that requires a reduction in the number of credits available because of extended travel, and must pass 70% of the credits available under their reduced load.

 

The proposal to allow students attending vocational school to be academically eligible by passing one less class than the students in that school who were attending a full day of classes , failed by a vote of 1-18.

                                                                                the change of residence must be genuine, without fraud or deceit, and

                                                                                with permanent intent.

 

                The proposal to place the definition of bona fide change of residence in Rule 19 was approved by a vote of 17-0.

20.           19            7.1           63                            Rewrite:  A foreign student is a qualified foreign exchange student if he/she meets

                                                                                the following criteria:  

a.        The student has not completed his/her home secondary school program;

b.        The student meets all IHSAA eligibility rules including the Scholarship Rule (Rule 18) and the Age Rule (Rule 4);

c.        The student has been randomly assigned to his/her host parents and school, and neither the school the student attends nor any person associated with the school shall have input into the selection of the student;

d.        No member of the school’s coaching staff, paid or voluntary, shall serve as the host family;  

e.        The student, in writing, (i) agrees that full eligibility under the foreign exchange exception is for a maximum of one year and is conditioned upon the student’s commitment to attend a member school for no more than one school year, and (ii) agrees that any continued attendance at the school beyond the initial year will be treated by the Association as attendance following a transfer without a change of residence by the parent(s)/guardian(s);

f.         The student possesses a current J-1 visa, issued by the U.S. State Department;

g.        The student is attending school under a foreign exchange program approved by both the Association and the Council of Standards for International Education Travel (CSIET).  A foreign exchange program, to be approved by the Association:

(1)  shall be under the auspices of an established national corporation, a not- 

       for-profit corporation or organization or a national civic organization;

(2)  must assign students to schools by a method which insures that no student,

       school or other interested party may influence the assignment;

(3)  must consult with the member school principal prior to placement of a

       student in a school;

(4)  must be able to certify the student’s participation in interschool athletics in

        his/her home country;

(5)  must not select or place the student based on his/her athletic interest or

        abilities.

                                                                                A list of approved CSIET and Association programs will be provided annually.

The proposal to allow volleyball players to participate in a total of five game against the same school on the same day was approved by a vote of 18-0.

27.           111          5              93                            New:  A controlled scrimmage may be permitted between two IHSAA

                                                                                member schools.  A player must have participated in 5 days of organized

                                                                                practice under the direct supervision of the high school coaching staff in

                                                                                order to be eligible for a scrimmage.  The scrimmage may not be held after

                                                                                the second calendar day prior to the first scheduled contest.

 

                The proposal to allow a volleyball scrimmage was approved by a vote of 18-0.

RESOLVED:  That the by-laws, rules, and regulations contained in and as stated by the 2001-02 printed booklet of the Indiana High School Athletic Association, Inc., entitled “By-Laws and Articles of Incorporation” be and the same are hereby approved and declared to be the official Indiana High School Athletic Association, Inc., By-Laws, as amended, and subject to further amendments by the Board of Directors.

 

                The resolution was approved with a vote of 18-0.

               

A.       Elect President and Vice-President [Article IV, Section 3l(1)] of the Board of Directors for 2002-03 from the class of 2004.

                Class of 2004 – Ms. Barnett, Mr. Cunningham, Mr. Hoskins, Mr. Mapes, Ms. Qualizza, Mr. White.

 

Cassel White was approved to serve as President of the 2002-03 Board of Directors by a vote of 17-0.  Janis Qualizza was approved to serve as Vice-President of the 2002-03 Board of Directors by a vote of 17-0.             

 

B.       Elect Chairman and Vice-Chairman [Article IV, Section 3l(2)] of the Executive Committee for 2002-03 from the class of 2003.

                Class of 2003 – Mr. Casbon, Mr. Feist, Mr. Gardner, Mr. Simpson, Ms. Noble, Mr. Williams.

 

Phillip Gardner was approved to serve as Chairman of the 2002-03 Executive Committee by a vote of 17-0.  Curtis Casbon was approved to serve as Vice-Chairman of the 2002-03 Executive Committee by a vote of 17-0.                

 

C.     Adjournment

                The next regularly scheduled meeting of the IHSAA Board of Directors will be on Monday, May 5, 2003.
